could you explain more on dimensions and give me an idea for something acceptable for it.

Can you tell me how dramatic the increase of his luck will be? (For example, say, five times the chance of getting a card he wants.)

hm, would 5 times work?

For his gentle snow falls, perhaps we'd allow up to three inches. Blizzards, five to seven. You can decide up to how much of an area his snowfalls affect, but the blizzard's area has to be less than the gentle snow's. For his snow blast/pound, at most we'd allow is around ten feet for the range. Size, you can decide and we'll see if that's okay.

I assume you're referring to radius when talking about his snow fall's range? I suggest you reduce his snow blast's width by half. I suggest reducing the range and the push length of the snow pound, too.
