In very short glimpses yes. Usually it doesn't make any sense and is just a single word, image, sound, or smell. I'll edit the lycanthropy thing.

No, it is usually just a hint at what might happen. It isn't very reliable, but there is still a chance it might happen.

Life Before CHB*: Astrid moved around a lot with her father and never had a permanant home. Her father mostly ignored her and was obsessed with raising demons and the occult. After her ninth birthday, her father raised a demon that possesed her for a brief period of time. This snapped her mind and had her in a coma until she was twelve. She spent the next two years in an asylum, then escaped, following a strange cat she met to CHB.

Life Before CHB*: Darcy lived with her mother and brother, until her brother's powers were discovered and he was kicked out of the house by his mother. Darcy kept her powers concealed, but Lily sent her to a private Catholic school just in case. This lead her to discover the full extent of her powers and she freely exercised them by giving bad luck to anyone who teased her. After an incident in where a girl broke her leg, Darcy was claimed. She took this as an omen and followed a raven that befriended her to CHB.

The clerk replied “Um . . . uh, yeah. It flew out the back door.” Darcy intensified her smile and thanked him profusely, then left out the door he had pointed at. As she left, her inane smile dropped from her face. She coolly looked around for her raven. “Bird!” she called loudly. “Where are you?” The raven heard her call and flew onto her shoulder. “Don’t leave me like that.” Darcy commanded, with a hint of fear behind her voice. The bird acknowledged this by flying around her head in circles, then zooming off, with Darcy close in pursuit.

And not really. To doom is basically to condemn to some bad fate, but bad luck doesn't necessarily mean you're doomed to anything. (While we're on this topic, can you elaborate on her doom sensing power?)
