I would suggest you just remove the little note about paralyzing altogether; if the person wants to have his/her character paralyzed with fear, they'll post his/her character's reaction as such.

Powers(must relate to god parent; optional): Can summon a blast of lightning. She can use it twice a day. Her shock contains about 1000 volts. The blast is continuous for about 5 seconds. Can also branch of smaller shocks of electricity randomly, creating a wider range of impact (Which can occur up to 6 meters away from her.) Without her branches, the blast is ony 4 meters wide. She has to wait 2 hours for her to use her power again.
Life Before CHB*: Arabella was raised by normal parents, who were rich in fact. She had a good life. But all of that got taken away when a cyclopes attacked them, killing her parents, brother, and grandma. Her sister and her ran away, using all of their money trying to find their aunt. When they found her in Philadelphia, they used up all of the money they had. Their aunt treated them badly. The stress caught up to her sister, and she killed herself. Arabella was thinking about doing the same, but she met a satyr. He gave her a map to camp half blood, and a knife. She slowly made her way to the camp.
RP Example*: "Okay, what's next on the list." I ask myself. Where is this supposed to take me? Some camp? I wanted to give up right then and there but I could almost hear Madison speaking to me. Follow the map Arabella. I never wanted to leave you, but I had to. Please, don't give up. "I will." I say. "For you. And only you." A tear ran down my cheek. "I love you." I whisper. I continue to walk down the dark road. Two days away from the camp. "I wonder what kind've camp it is." I ask myself. I pull a picture from my pocket. It's a picture of my family, before all of the bad stuff happened. I force back tears. I clutch the picture against my chest. I hear a twig snap in the distance. I reach for my knife. Whatever it is, it's big and moving fast. I sprint down the road, anxious for what might become of my future.

10 Million volts is WAY over our limit.
We'd accept maybe around 1,000 volts
Can the lighting be blocked by a shield?
And after being fired, can she control it? Or does the lightning go in the direction it's fired?

Yes, the lightning can be blocked by a shield, if the person is fast enough. And the lightning does go the direction it is fired in. And sorry about the 10 million volts, I lookd up online how many volts does a lightning bolt have and it said like 1 billion. So i put it dowwn to 10 million. :p

It only goes in one direction and her branches can go up to 2 meters away from the original blast.
